This will be a masterpost of eyeliners (pencil, liquid, or gel) I have in my collection as of March 25, '14.
There are a few things that must be considered as you read this masterpost:
First, I have oily lids so all eyeliners I've encountered easily melt on my lids.
Second, I live in a tropical country, a very, very hot one, ergo whatever staying power I've estimated would be factoring in the really hot weather.
Third, some of the brands listed are local :)
Allegre Colors in Black
Location
I found this eyeliner in a magazine catalogue my mother showed me.

Packaging (+ Applicator)
I have disposed of the actual eyeliner and was not able to get a shot of it alone. In the picture above, it is the one at the top most, just a simple thin transparent barrel with a rotating body so the liner can be twisted out. The way it is packaged is alright, very simple and handy.
Wearing time
The liner easily melts and makes panda eyes and it barely survived 2 hours.
Shade and Application
In the picture below, Allegre is the one on the top most. It's too creamy and easily breaks so be careful twisting it out. And as I mentioned, it easily melts so when i swiped with the wet ones (as shown on the picture on the right) it easily removed.
Collection 2000 Lasting Colour Gel Eyeliner in Black
Location
I found this eyeliner in Landmark but I've seen it in The Ramp Crossings, too, and I am unsure if I also saw it in SM Dept. Store
Price
This costs P399.00 and for me it's very cheap.
Packaging (+ Applicator)
The pot is small and it has a small brush so it can easily be put away in purses or makeup bags. The brush is barely 2 inches wide.
Wearing time
Since the product is very creamy and my oily lids just refuse to let liners stay, this only stayed on me prettily for 1-2 hours. True, the pigmentation is gorgeous as it's one of the darkest ones I've had, which made me fall in love upon application, however the wearing time is the downside for me.
When I wore it, I put it on around 10:30 and it was quite warm that day and by 12, my eyeliner's melted. And by around 1, I noticed the wing has melted again and the liner on the top lid started getting grey, and fading.
Shade and Application
I absolutely love the formula. It is creamy and it took me a really tiny amount of formula, barely even a dip in the pot and I got the results below. In the picture below, normal application is left most, middle is swiped down by my index finger, and the right is wiped with a wet one.

What I love about brush liners is that it functions as a pen, which makes it easier for me to put on my eyeliner. The pen style liquid liners are what I love the most. And as shown below, the fine tip allows me to make very fine lines for when I make a mistake so I can easily remedy the small mistakes.
Wearing time
The liner melts the wings but the liner usually stays throughout the day. The liner on the top of my lid lasts around 6 hours but fades a little into a dark grey, and the wings usually don't survive for more than 4 hours in typical Philippine weather.
Shade and Application
It's easy to apply the liner with this due to the fine point and the formula dries relatively quick. The problem sometimes when reapplying is that the formula already on the lid will flake when I retouch it with the brush and then the old liner gets removed. So upon re-application, best remove the old line and create a new one.

This is a liquid liner so you need to twist off the brush and dip it into the bottle. The packaging is nice and easy to use!
Wearing time
The liner melts the wings but the liner usually stays throughout the day usually 5-6 hours in typical Philippine weather. What I like about this is that it lasts a little longer than the brush and dot liner and it doesn't usually flake after some time so re-applying is easy. When you rub it off, it usually doesn't leave smudges!
Shade and Application
Like the brush liner, the brush is easy to work with, but it takes more effort to create fine lines. The picture below is taken before it could dry off. It's easier to create thick lines with this compared to both brush and dot since it's not too fine and not too thick. The finish is a bit of a glossy black. It takes a few minutes before it dries to a glossy finish.

Shade and Application
It's difficult to apply using this. It took me 3 lines to achieve the color on the left most. it easily rubs off and wipes off with wet ones. It barely achieves the color black it's supposed to have.
K-Palette Real Lasting Eyeliner 24h WP 1 Day Tattoo Super Black
Location
This product is available in all Beauty Bar outlets only. There's a Beauty Bar in 3rd floor of Trinoma, right next to Payless and across from Lacoste, and sort of near Zara.
Price
This costs P795.00, very expensive for an eyeliner. Most expensive one so far in my collection.
Packaging (+ Applicator)
Like the Etude brush and dot liner, I like this one since it's a pen type liquid liner. The brush is very fine and makes it easier to correct for mistakes.
Wearing time
It lasts 6-8 hours on my oily lids, but really warm weather can melt it off, like the Etude liner. I need to reapply the wings after 4 hours, and by 6 hours it's a little grey and melted so reapplication is necessary.
Shade and Application
Like the brush liner, the brush is easy to work with and can create fine lines. Picture below shows the normal application on the left, the smudged downwards with my index on the middle, and the wiped with wet ones on the right most.

Location
KATE is available in [Kanebo stalls] most SM Department Stores and Watsons outlets, and Landmark.
Price
It costs P720 as the price tag states in the picture, one of my more pricey eyeliners.
Packaging (+Applicator)
The barrel is very slim, and it's short, making it easier to cart around. It would also mean, however, less product. The product is 0.11g, in contrast to the Nyx retractable liner which has 0.31g and available for a much cheaper price.
Another downside would be the fact that it's an automatic liner. Not retractable. You need to be careful with how much product you twist out.
Wearing Time
The wearing time is not very impressive. Like the Nichido liner, it lasts around 3-5 hours and by that time, the winged part of the liner has melted a bit and gives me panda eyes, and also the liner on the top of my lid has lightened to a dark grey.
Do not attempt to wipe the liner off! It does not do the trick whenever your liner's melted. It'll only smudge and stay there and not budge. You will need a makeup remover or a wet one to get the liner off properly.
The left is smudging the liner and no matter how much pressure I apply to the smudged part to just wipe it off, it will not budge. The right is after I swiped the cotton ball (that had my Estee Lauder makeup remover) over the line.
Shade and Application
The formula's a bit dry so application would not be smooth. Since the liner cannot be sharpened and it's already curved the moment you open it, it'll be hard to make thin lines, like so--

This costs around P600.00.

Like the Etude brush and dot liner, I like this one since it's a pen type liquid liner. The tip is more like a fine pentel pen type of tip and it was the first eyeliner I ever used. I loved using this since I can easily make lines.
Wearing time
It lasts a long while and if memmory serves me right, like the Etude liners, this one lasted long around 6 hours of wearing in Philippine weather and survived through my days in Ateneo during Freshman year. Also like the Etude liners, the wings do not usually survive. Parts will be melted off by the end of the time I wore it.
Shade and Application
As said, the liner is a pen type so it is easy to apply. The formula glides on smoothly and has a glossy finish.
Maybelline Eyestudio in Charcoal Carbon
Location
This product is available in all Department Stores and Watsons outlets.
Price
I bought this in Walgreens in the US and got it for around $10 and added tax to that. If converted, the equivalent is around P450.00++

Like most gel liners I encounter, pot + brush is how it's packaged. The brush is something I like since I work better with medium length brushes. I tried looking for substitute brushes and yes my Suesh brush worked fine, the applicator that came with the gel liner is actually better at creating the look I need.
The problem here is that sicne it's been 2 years since my trip to the US, the formula has gone dry but surprisingly still applies nicely (as will be shown later in the Shade and Application part)
Wearing time
So far I've worn the liner for around 3-6 hours and there's no problem with it. There's the melting of the wings but most of the liner stays intact.
Shade and Application
The shade is actually a very glittery dark greyish, creating more natural looks despite the glitter. As shown below, even when smudged with my index finger (the line in the middle), the color remains intact. The right most line is wiped with a wet one.
Maybelline Lasting Drama Gel Liner 01 Black
I honestly had high expectations for this one since the Eyestudio line worked well for me, I wanted to check if this is okay too, hearing good reviews about it.

This costs around P400.00 - P500.00 pesos if I'm not mistaken?

Similar with the old Eyestudio liner, this one came in a pot + brush combination and the brush performed well yet again.
Wearing time
IT DOES NOT LAST 36 HOURS. Not in Philippine Weather. By the end of 4 hours, I would have panda eyes. The formula, since it's creamy, melts off and by 6 hours I'd look like a zombie.
Shade and Application
I love the feel of the formula. It's creamy, and it only takes a bit of the gel liner for you to produce the pigment below, and it glides on perfectly and gives us a nice dark black finish as shown below on the right picture. It would've been better than the Eyestudio if only the product lasted long on the eyes and did not melt. But it doesn't last a long time, sadly.

Revlon Color Stay Liquid Liner in Blackest Black
Location
Available in all Watsons and Department Stores.

This costs P550.00
Packaging (+ Applicator)
Simple packaging however I am not fond of it. When I try to twist and get the brush out, there's this feeling it gets stuck for a moment before you can tug it out completely. The brush is a bit harder to deal with compared to other liners.
Wearing time
Lasted around 3-4 hours.
Shade and Application
I hate the formula to be honest. This was my second liquid liner and since I was so used to the good performance of the L'oreal liner, I was disappointed in this one. It was the black that I hoped.
When it was sort of new, the outcome was the middle line, upon application (left) and upon wiping with a wet one (right).
A few years later, this is how it looks now:
The formula is so weird and it's like 98% water and 2% blackish formula and it took a long time to achieve the colors above so I didn't bother. Unlike all my older liners, this didn't last. The L'oreal one lasted after 3 years (the liner had a tiny bit of formula left yet it performed well if you scroll up to my review of the L'oreal liner).
If you need to ask which I would recommend most in pencil liners, it will be the Nyx Retractable Liners. They come in a lot of colors and they last long and they're fairly cheap. The Nichido liners are actually good for eyebrows.
For liquid liners, definitely Etude, and K-Palette. K-Palette lasts longer than Etude for my oily lids. It takes some time to get used to since it's difficult to remove and so if you commit a mistake, you would be in danger of thickening your line.
For Gel liner, none of them worked for me. The Kate pot gel liner worked longest for me.
